This allows short package identifiers to fall back to GitHub repositories, provided they were'nt found in the package index, which is check for BC reasons. Fixes #21

cc @gitlost I think the build failure is because some files are missing because of wp-cli/wp-cli#4185 If this isn't immediately addressable, we should revert wp-cli/wp-cli#4185 |

Okay, needed to do a new PR wp-cli/wp-cli#4257. If that doesn't work then revert! (I have to head off now...) |
